Job Description

SAP Financial Consultant with a strong background in the public sector in Portugal, specifically with expertise in PSM-LOCPTFM (Public Sector Management - Portuguese Localization for Public Funds Management). This role involves supporting and enhancing SAP systems in alignment with Portuguese legal and fiscal public sector requirements.

The ideal candidate will have a minimum of 3 years of hands-on experience with SAP PSM-LOCPTFM, including budgetary control, reporting, and treasury integration as mandated by national standards.


Key Responsibilities

  • Analyze and implement SAP Financial processes tailored to the public sector framework in Portugal.
  • Ensure compliance with Portuguese public accounting standards, including POCP/PECP.
  • Manage configurations and optimizations within SAP Public Sector Management (PSM), particularly the localized functionalities under LOCPTFM.
  • Lead or support the integration of treasury and cash management systems with national entities such as DGO (Direção-Geral do Orçamento) and IGF (Inspeção-Geral de Finanças).
  • Design and adapt budget structures, chart of accounts, and reporting tools to align with statutory and organizational needs.
  • Liaise with internal teams, public sector stakeholders, and auditors to ensure compliance and efficiency.
  • Provide support during audits, upgrades, and financial period closures.
  • Document all functional specifications and configurations for knowledge sharing and compliance purposes.
  • Required Skills and Qualifications

    • Minimum 3 years of experience in SAP PSM-LOCPTFM (Portuguese localization for Public Funds Management).
    • Strong knowledge of:
    • Budget planning, execution, and control in the public sector context.
    • Portuguese public accounting classifications and reporting standards.
    • Integration with national treasury systems.

    Proven experience with public administration projects in Portugal.

    Ability to translate legal and fiscal requirements into SAP system functionality.

    Strong problem-solving and analytical skills.

    Excellent communication and stakeholder management abilities.


    Contract Details

    • Start Date: Flexible, with a minimum 1-month lead time.
    • Duration: More than 12 months, with potential for extension based on project needs and performance.
