About GWEC
Global Wind Energy Council (GWEC) is the industry association representing the global wind industry sector. GWEC articulates the vision for global wind energy to major world bodies, including the UNFCCC, the International Energy Agency, the International Renewable Energy Agency and other bodies, as well as governments which are responsible for strategies, targets and implementation thereof in electricity generation and supply. GWEC has a particular focus on supporting the clean energy transition in Global South regions across the Asia-Pacific, Africa and Latin America. GWEC works together with the leading representative industry associations as well as the global wind energy industry to build a platform which communicates a common vision to all leading global decision-makers, policymakers and key opinion leaders.
About the Role
GWEC wishes to call upon an individual ("the Candidate" or "them") to act as Programme Manager, Grids, within the Programme and Partnerships team. The Candidate will report to the Director, Programmes and Partnerships, and work closely with the Director of Policy and the Specialist, Grids, on GWEC's global Policy team.
The Candidate will oversee the delivery of a multi-year grids programme to meet the strategy, commitments and goals of GWEC at a global, regional and country level (initial country activities focused in APAC and Latin America). This will include management of the operational, technical, financial, communications and reporting aspects of the programme, and leadership of the international programme team comprising colleagues from GWEC, peer organisations and external consultants.
The Candidate has 5+ years of professional experience in the field of energy system planning and/or public policy, and demonstrated familiarity with the topic of grid infrastructure and system operation, storage and flexibility technologies in the energy transition, and renewables-based energy systems. They have a track record of management of complex projects and programmes operating with large budgets across multiple jurisdictions.
The Candidate should have a strong understanding of and interest in wind and renewable energy policy, as well as the wider energy transition. This role offers the opportunity to deepen policy and advocacy expertise for future career growth in the policy and public affairs fields, while building a wide-ranging network in the renewables industry.
This is a full-time role, based in London, UK, or Lisbon, Portugal, where GWEC maintains offices and the Candidate would work alongside colleagues in an exciting team setting. There is flexibility to work from home.
Responsibilities
- Steer the design, implementation, evaluation and overall management of a multi-year international grids programme, including adherence to approved work plans, establishing M&E processes and overseeing effectiveness, quality and timeliness of project activities;
- Consolidate learnings from the programme activities, especially at country level, into high-level insights and work with the programme team to adapt deliverables as needed;
- Manage the budget and resource required for the grids programme, including internal utilisation and milestone delivery, as well as the procurement of external consultants and services as required, working closely with GWEC's Policy and Grants teams;
- Ensure programmatic and administrative compliance with GWEC organisational and donor policies;
- Lead reporting for the grids programme, including the coordination of concise and professional programme reports and documents for submission to GWEC's HQ, donors, and other internal and external stakeholders. This includes directing staff in the timely drafting of reports and other materials and conducting review of submitted reports, as well as the development of visuals and presentations based on quantitative and qualitative outcomes that meet the strategic goals of the programme;
- Build an understanding of the ecosystem of relevant actors in energy system and grid planning for the programme, and develop productive working relationships with key local and international stakeholders, such as project partners, civil society organisations, non-government organisations, donors and other stakeholders which may be active in this area;
- Alert the team (including regional and global leadership) to any programmatic concerns, challenges and difficulties, while suggesting creative solutions to problems;
- Prepare and develop case studies that document positive policy impact for external stakeholders; and
- Coordinate with the wider GWEC team, including regional and country leads, on grids and energy system issues and the creation of needed insights and recommendations.
Requirements
- A university degree in renewable energy, sustainability, public policy, politics, communications or a related field;
- 5+ years of professional experience in the field of renewable energy, system planning and/or public policy, with exposure to the topics of grid infrastructure and system operation, storage and flexibility technologies in the energy transition, and renewables-based energy systems;
- Strong project management skills: experience with budgeting, setting workplans and milestones, forecasting, team coordination, monitoring, course-correcting, and reporting to internal and external stakeholders. This experience should be in projects of at least US$300,000;
- Solid communication and presentation skills, including articulate reporting to and engagement with senior business leaders, external donors, institutions and industry, as well as compelling reporting formats, e.g. PowerPoint decks;
- High-level understanding of the energy policy landscape and existing knowledge of relevant stakeholders in the policymaking process, with existing partnership relationships a plus;
- Excellent spoken and written English, with additional languages a plus;
- Adept at using Microsoft Word, Excel and Powerpoint, and similar office software;
- Open to collaborative engagement with a dynamic team in a remote or office environment, depending on location;
- Self-starter who can own initiatives and working independently when required; and
- The Candidate must have eligibility to work in either the UK or Portugal.
