Descrição da Função

The British Embassy in Lisbon is part of a world-wide network, representing British political, economic and consular interests overseas and is looking to recruit an Healthcare Officer.

The main purpose of the job is to:

- Deliver high quality customer service, advising British nationals living in or visiting Spain and Portugal how they can access healthcare, recording any cases accurately and responding within established timeframe;
- Liaise with local authorities as appropriate to resolve cases and/or identify changes in Member State policy relating to healthcare access in either country;
- Support the team’s communications strategy by assisting in the development and implementation of communications activity in Spain and Portugal and other key EU countries;
- Record statistics from a range of communications activities, including digital and outreach, working with other teams to gather analytics;
- Contribute to the team´s Country Business Plan, supporting other areas of work such as external (digital) events, cooperate events and responding flexibly to changing priorities.

Main responsibilities will include:

Casework handling (50%)

- Support frontline operations, ensuring you meet operational performance measures, and that casework is delivered effectively and in line with DHSC (Department for Health and Social Care) and Consular guidance;
- Deliver a high quality professional customer service, liaising with UK colleagues and Spanish and Portuguese authorities on casework/policy issues to mitigate any negative impact on customers and stakeholders, escalating to line manager as necessary;
- To support the DHSC in monitoring the implementation of the Withdrawal Agreement & Trade and Cooperation Agreement, by providing on-the-ground analysis, insight and impact assessment;
- Attend (digital) outreach events to support logistics and answer customer enquiries.

Support communications activity (40%)

- Work closely with Communications & Policy Advisor to support them in the creation, development and implementation of the Healthcare Team’s communications strategy, to ensure consistent, timely and accurate messaging;
- Record and analyse statistics from a range of communications activities, including digital and outreach, working with other teams to gather analytics;
- Monitor social media channels and English speaking press in-country to identify emerging trends relating to access to healthcare in both countries;
- Support any digital events, assisting with scheduling, logistics and subsequent evaluation to ensure both qualitative and quantitative information is gathered and recorded.

Admin support (10%)

- Collate weekly stats on casework, social media and website analytics;
- Assist in producing the Team’s quarterly and annual reports with comparative data;
- Support any internal events organisation;
- Assist in ensuring the Team’s internal channels and data are adhering to GDPR rules; support in management of data.


Perfil do Candidato

- Fluency in English, Portuguese and Spanish (both oral and written, minimum C1 level*);
- Proven experience in customer service handling (min 3 years);
- Excellent IT skills (with proficient Excel, Powerpoint, Teams, Outlook skills) and experience in gathering/monitoring of digital analytics;
- Experience of developing digital communications, with a focus on social media (Facebook, Instagram and Twitter);
- Strong organisational skills, good eye for detail and accuracy;

- Excellent interpersonal skills, with the ability to work collaboratively with colleagues across teams in Spain, Portugal, other EU countries and the UK;

- A self-starter who can work flexibly on her/his own initiative or with others as part of a team when necessary, and capable of deciding their own work priorities to ensure success;
- Ability to manage a wide network of diverse stakeholders effectively to deliver wider objectives;
- Creative flair, with an aptitude for identifying new opportunities to communicate to our audiences; a can-do attitude;
- Willingness to travel within Spain, Portugal and the UK, and potentially within EU.

Desirable qualifications, skills and experience

- HMG (Her Majesty's Government)/public sector experience;
- Background in healthcare, social security policy and/or social work;
- Knowledge of and interest in UK-EU relations, UK, Spanish & Portuguese politics, news and current affairs in Spain and Portugal;
- Experience in digital communications roles.

This is a full-time, fixed-term contract of 5 months (35 net per week) until 31/03/2022 subject to a 15 days probation period.

The British Embassy in Lisbon aims to offer an attractive working environment and remuneration package for this role of €21,379.68 gross annual salary paid in fourteen instalments; plus a monthly meal allowance of €134.00. This salary is payable if the successful candidate is subject to individual income tax (IRS) in Portugal on the employment income in question. If the successful candidate is not subject to individual income tax (IRS) on their employment income in Portugal, and/or is not taxable elsewhere on such income, he / she will receive the above salary minus a reference amount approximate to the level of Portuguese tax that would be applicable if the income were subject to tax locally. Further information on this will be given to candidates during the recruitment process.

All staff recruited locally by the British Embassy in Portugal are subject to local Portuguese employment law as well as internal regulations in force at any given time.

The successful candidate will be subject to a professional background and security clearance and must have pre-existing work authorisation for Portugal in order to apply.

All applicants should have the right to live and work in Portugal. The British Embassy does not sponsor work permits.

The Embassy will not consider applications from existing staff who have not successfully completed their probation period or, in the case of staff on temporary contract who have not yet completed two thirds of their contract.

Visa / Passport requirements: Candidates must currently hold the independent right to live and work in Portugal and be prepared to ensure that right remains throughout the scope of the contract.
