We are looking for a highly qualified Environmental and Social Manager for ANGOLA to lead the implementation of environmental and social management strategies on a major infrastructure project in Angola.


The successful candidate will ensure full compliance with international standards, national legislation, and lender requirements, including IFC Performance Standards, Equator Principles, and the World Bank Environmental, Health and Safety Guidelines.


This role requires solid technical expertise, strategic leadership, and effective coordination with diverse stakeholders to promote sustainable outcomes across all project phases.


Key Responsibilities

  • Lead the implementation and continuous improvement of the Environmental and Social Management System (ESMS), in line with international standards (ISO 14001, ISO 45001, and IFC PS).
  • Ensure compliance with relevant environmental and social legal frameworks and lender safeguards.
  • Coordinate and monitor environmental and social mitigation measures, including resettlement actions, biodiversity management, cultural heritage protection, and labor standards.
  • Oversee stakeholder engagement processes, ensuring inclusive and meaningful consultation, especially with vulnerable groups.
  • Manage the grievance mechanism and ensure timely resolution of community and worker concerns.
  • Prepare and submit periodic monitoring reports in compliance with international lender standards (e.g., IFC, World Bank), including data collection, analysis, and performance evaluations.
  • Supervise incident investigations related to environmental, social, and safety events, ensuring effective root cause analysis and follow-up.
  • Provide leadership and capacity-building to project teams on E&S performance, including regular training and awareness campaigns.
  • Support the integration of E&S requirements into procurement, contractor management, and construction supervision processes.


Required Qualifications and Experience

  • Degree in Environmental Engineering, Social Sciences, Occupational Health & Safety, or a related discipline.
  • At least 5 years of relevant experience in managing environmental and social risks in large-scale infrastructure or EPC projects.
  • Proven experience applying IFC Performance Standards and other international safeguards in practice.
  • Demonstrated ability to prepare E&S monitoring reports for international financial institutions (lenders).
  • Knowledge of ISO-based management systems (ISO 14001, ISO 45001); ISO 9001 knowledge is an advantage.
  • Strong leadership, coordination, and stakeholder management skills.
  • Ability to work effectively in multidisciplinary teams and multicultural environments.
  • Previous work experience in Sub-Saharan Africa is considered an asset.
  • Languages: Fluency in Portuguese and English is essential;
