Blue Azores Program is a collaboration between the Regional Government of Azores, the Waitt Institute, and Oceano Azul Foundation to support sustainable ocean management. The Program of Work includes (1) designating 15% of Azorean waters as fully protected marine protected areas; (2) developing and implementing management plans for existing and new MPAs; (3) developing and implementing a marine spatial planning; (4) supporting fisheries management; (5) support ocean education and outreach.

The Site Manager will serve as the on-the-ground staff for the Waitt Institute and Oceano Azul in support of Blue Azores Program, and is expected to work closely with government officials and stakeholders in the Azores and Portugal. The Site Manager is expected to reside on Faial, Azores full-time with 20-30% travel to other islands, Portugal, Europe and to Waitt Institute headquarters in La Jolla, California.


  • Manage public affairs and diplomacy related to Blue Azores Program;
  • Ensure Blue Azores Program projects advance in a timely and efficient manner in accordance with MOU and Work Plan;
  • Plan, guide and implement project activities related to marine spatial planning, marine protected areas, outreach and education, legal development, community consultations, capacity building, fisheries, and other activities;
  • Proactively manage relationships with stakeholders, including the general public, politicians, civil servants, civil society/NGOs, and private stakeholders;
  • Coordinate with Partners and keep up-to-date on project progress;
  • Draft reports, memos, and other documents as needed to support WI, Oceano Azul, contractors, and government partners;
  • Ensure project adheres to timeline and budget;
  • Maintain social media presence for Blue Azores Program;
  • Efficient and effective communication with WI and Oceano Azul staff and project partners including contractors, researchers, and others to maintain complex workflow of projects;
  • Operations, including managing public events and attend/facilitate private meetings, coordinating site visits from Partners and collaborators, and miscellaneous logistical and administrative tasks.


  • Strong diplomacy, negotiation, and project management skills, including ability to work with high level public officials and NGO and private sector leaders;
  • Record of successful management of complex, collaborative projects;
  • Strong commitment to sustainable ocean management;
  • Native Portuguese speaker with excellent English language skills;
  • Ability to manage time efficiently and keep track of and prioritize amongst many tasks;
  • Ability to complete tasks rapidly with an appropriate level of detail and adhere to deadlines;
  • Baccalaureate degree (or equivalent) in relevant field;
  • Demonstrated experience in public speaking and facilitation;
  • Demonstrated experience in report writing and editing;
  • Experience in establishing or implementing marine or terrestrial protected areas;
  • Experience working with policy-makers in Azores, Portugal and/or Europe;
  • Master's degree (or equivalent) in management, economics, policy, or law.
